
Make Sure You're in Correct Windows
Actually there is a cap RAM for 32-bit (x86) version for any type of OS build which is max capacity of 4GB. But for 64-bit (x64) version there is different max capacity as shown as below table.

For other older windows you can check this full list HERE. If all the specification is pass, you can proceed to next step.
Little tweak
Click Start menu and type in msconfig. Right click and run as administrator.

When window is opened, go to Boot tab and click Advanced options.

Make sure you tick the Number of processor box, then select the maximum number as example shown 4. Besides that make sure you don't tick the Maximum memory box.
Then click OK and Apply. Restart your computer and check the status of your RAM, it will show full capacity in the System Properties. Good luck!
